An official with the World Bank said Monday that countries should not wait to see the effects of a global climate deal to put pressure on other nations to pay up.

“I don’t think developing countries should be holding back,” James Hansen, director of NASA’s Goddard Institute for Space Studies, told a group of reporters. “At a time of crisis for many countries in the developing world, they ought to look to the developing world to figure out how they are going to finance their growth, their development.”

The comments are among some of the strongest by global warming experts in favor of the Paris agreement reached in November. “My concern is that the world leaders will actually leave Paris with a global agreement that’s not very ambitious,” said William Happer, director of Princeton’s Center for Climate Change Communication and former adviser to President Barack Obama. “We might not be as far along the road as they thought they would.”
