An official with the World Bank said Monday that countries should not wait to see the effects of a global climate deal to put pressure on other nations to pay up.
“I don’t think developing countries should be holding back,” James Hansen, director of NASA’s Goddard Institute for Space Studies, told a group of reporters. “At a time of crisis for many countries in the developing world, they ought to look to the developing world to figure out how they are going to finance their growth, their development.”
The comments are among some of the strongest by global warming experts in favor of the Paris agreement reached in November. Although negotiators agreed to keep global warming more than 2 degrees Celsius from pre-industrial levels, they are expected to agree to make efforts to keep average temperatures in the range 2.7 degrees Celsius above pre-industrial levels by 2030.

Hansen said governments should put aside any political or financial problems and put pressure on other countries to do more to reduce their greenhouse gas emissions.
“I think that these countries are just going to have to show the level of seriousness in their desire to actually take the kind of action they promised to take when they signed the Paris Agreement,” Hansen said.
The United States committed to cutting emissions 26 to 28 percent below 2005 levels by 2025. China has pledged to peak its emissions by 2030 and to ramp up efforts to cut pollution.
Experts in the United States say the Paris agreement may not be as ambitious as the United States thought.
“My concern is that the world leaders will actually leave Paris with a global agreement that’s not very ambitious,” said William Happer, director of Princeton’s Center for Climate Change Communication and former adviser to President Barack Obama. “We might not be as far along the road as they thought they would.”
