The federal budget released earlier this week set fiscal 2016 as $5.6 billion in deficit. For the first time, the budget calls for a deficit of more than 20%. Here’s a look at how the new deficit figure compares with previous deficits:
Since 2003, the average monthly deficit has exceeded 20% every month except January of 2009. In January 2008, the average monthly deficit was less than $700 million for the first six months of the year.
The Budget Committee’s new budget balances the budget by adding new revenue in the range of $400 billion to $500 billion a year to support the fiscal deficit, and by closing the budget deficit. Some details are included in the budget’s appendix.
The most recent deficit figure is about $1.5 trillion, or 17%, less than the $6 trillion average deficit per month, which began in the late 1970s.
The $600 billion in federal revenues are from a combination of new revenue, receipts from the corporate income tax and business taxes, and an increase in personal consumption expenditures, which the Committee estimates comes from the payroll tax cut for lower-income workers. The $700 billion in new revenues is from a combination of both income-tax increase and additional tax expenditures.
Total federal revenues have been in deficit for nine of the last 12 quarters, since the federal budget was first adopted. The last ten quarters started with deficits of less than 20% annual budget deficits.
